Mandatory National Standard "Chlorine Safety Technical Specifications
for Chemical Enterprises" Released
According to the Ministry of Emergency Management of the People's Republic of China on December 31, 2024, in order to effectively control the major safety risks of chlorine production and storage in chemical enterprises and prevent and curb major accidents, the mandatory national standard "Chlorine Safety Technical Specifications for Chemical Enterprises" (GB 11984-2024) was recently released and will be implemented from August 1, 2025.
Chlorine gas is an important chemical raw material, with highly toxic, highly corrosive, strong oxidizing and other dangerous characteristics, in the production, storage and other processes, once the safety control is not under control, poisoning, explosion and other accidents may occur, the difficulty of disposal is high, which directly affects public safety and social stability.
Based on the lessons learned from the chlorine accidents in chemical enterprises at home and abroad, the standard focuses on the prevention and control of major safety risks, stipulates the safety requirements of chemical enterprises producing and using chlorine gas in chlorine gas production, storage and emergency disposal, and increases the safety requirements of the facilities for discharging ammonia trichloride, the closure of liquid gas storage tanks, warehouses and other places, the accidental gas absorption device, the gasification of liquid chlorine, the disposal of abnormal conditions, and the control of the number of personnel in the hazardous area, and so on. Requirements, and integrated the technical content of the “Safety Technical Requirements for the Use of Liquid Gas” (AO 3014-2008). The release and implementation of this standard will provide important standard support for the safety risk prevention and control of chemical enterprises producing and using chlorine gas, and strongly promote the related enterprises to improve their safety guarantee ability.
