Reducing the Proportion of Recycled Plastics in New Cars from 25% to 20%
The European Parliament recently passed an important report, which made key revisions to the European Commission's regulations on end-of-life vehicles (ELV). The core of this regulation is to establish circular economy principles for vehicle design and disposal, aiming to increase the use of recycled materials in automobile manufacturing, especially the use of recycled plastics.
The report outlines several core changes, first clarifying the scope of application of the regulations and the definition of end-of-life vehicles. It is particularly striking that the European Parliament has proposed a more pragmatic adjustment scheme for the proportion of recycled plastics used in cars. Although one of the original intentions of the ELV was to significantly increase the proportion of recycled plastics, Parliament believes that the quotas set must be both reasonable and realistic to ensure the sustainable development of the automotive industry. As a result, the Parliament decided to reduce the proportion of recycled plastic in new cars originally proposed by the European Commission from 25% to 20%.
In addition, the revised regulations also broaden the source channels of recycled plastics. Manufacturers can now use recycled plastics extracted from pre- and post-consumer plastic waste, including bio-based plastics, which provides more flexibility to meet the sustainable development goals. This change not only helps to improve the recycling rate of resources but also promotes the application of environmentally friendly materials in automotive manufacturing.
In terms of closed-loop recycling requirements, the European Parliament has also adjusted. Originally, the European Commission proposed that at least 25% of recycled plastics in vehicles should come from recycled plastics from end-of-life vehicles. But parliament said the target was too draconian and could place an unnecessary burden on manufacturers. As a result, the Parliament reduced it to 15%, aiming to balance environmental requirements with the actual capabilities of the industry.
To ensure the correct implementation and monitoring of recycled components, the European Parliament also asked the European Commission to develop standardized methods for counting and verifying recycled components in plastics. The method will take full account of the best available recycling technologies, especially chemical recycling technologies, to ensure the accuracy and reliability of the data. At the same time, the report also highlights the potential of digital product passports to improve the traceability and verification of recycled plastics in automotive manufacturing.
To further assess the feasibility of the new plastic recycling target, the Environment Committee recommends an impact assessment. This review will take into account factors such as technological progress, the availability of recycled plastics and the quality of recycled materials to ensure the practicality and rationality of the quota.
By refining the proposed regulations on scrapped vehicles, the European Parliament aims to balance environmental ambitions with the actual capabilities of the industry. The revised targets not only ensure that automakers can incorporate more recycled plastics into car production, but also maintain high quality standards and ensure the availability of suitable recycling technologies. These adjustments reflect a pragmatic attitude towards achieving circular economy goals in the automotive industry and lay a solid foundation for promoting the sustainable development of the automotive industry.
